Abstract

This study aims to analyze the condition of road infrastructure and transportation systems in Simalungun Regency, identify transportation management constraints, and formulate strategies for developing integrated and sustainable transportation systems. The research approach used is qualitative, with data collection through in-depth interviews, field observations, and documentation. The research informants consisted of officials of the Transportation Agency, public transportation operators, and the road user community. The results of the study show that the condition of the roads in Simalungun Regency is still inadequate, with almost half of the roads damaged or in need of repair. Obstacles to transportation management include limited budget and human resources, coordination between agencies that are not optimal, low integration of transportation systems, and road user behavior that is not always orderly. The impact of this condition can be seen in the disruption of community mobility, slow distribution of goods, and restrained local economic growth. The recommended transportation development strategies include the rehabilitation and construction of priority roads, improvement of public transportation services, integration of technology-based transportation systems, and the active involvement of the community and the private sector. The implementation of this strategy is expected to be able to improve mobility, efficiency of goods distribution, security, comfort, and support sustainable economic growth.
