Analysis of Obstacles to the Implementation of Community Research Reports (Litmas) Conducted by Community Supervisors
Abstract
The shift in the paradigm of criminal sentencing goals in the criminal justice system from
retribution (Retributive Justice) to rehabilitation (Social Reintegration) requires law
enforcement officers, especially probation officers, to improve their competencies in
social research, guidance, supervision, assistance, and assessment of rehabilitation
clients. These tasks must be based on recommendations from social research reports
made by probation officers to be more measurable, proportional, and adaptive within the
community. The implementation of social research becomes a key consideration for
other law enforcement officers and correctional staff, both in prisons/detention centers
and Child Special Development Institutions (LPKA), to take actions and interventions
for rehabilitation clients. The execution of social research faces challenges such as an
insufficient number of probation officers needed, as well as a lack of budget support,
facilities, and infrastructure from the government.
