Legal Implications and Customer Losses Arising from the Mass Blocking of Dormant Bank Accounts by Banks at the Request of PPATK
Abstract
The mass blocking of dormant bank accounts carried out by banks at the request of PPATK
has caused public concern among affected customers. This situation has sparked debate
regarding the balance between public interests and the protection of individual customers’
rights. From the state’s perspective, such measures can be justified as an effort to prevent
inactive accounts from being used for criminal activities such as money laundering, terrorism
financing, or other economic crimes. However, from the individual’s perspective, this policy
causes direct harm because access to personal funds is restricted. The conflict between these
two interests creates the need for a further normative discussion based on statutory regulations,
particularly regarding whether such measures are consistent with the principles of the rule of
law and what legal consequences and losses may arise for customers as a result of account
blocking by banks and PPATK. Within the framework of progressive law, the state is also
obligated to ensure that the civil rights of the public are not arbitrarily sacrificed.
